Connecticut Task Force to Fight Domestic Violence

Connecticut lawmakers recently convened the first meeting of their bipartisan task force studying ways to prevent domestic violence and assist its victims.
Legislators say they're reacting to what they believe is an increase in domestic violence across the state as the economy has deteriorated. Accounts told by adults and children at domestic violence shelters statewide indicate that incidents are increasing even as the state's budget is being cut, and courts and shelters short of staff strain to meet the demand for services.
The task force will review domestic violence prevention program spending and identify trends in domestic abuse. The group is also being asked to advise lawmakers on streamlining assistance for domestic violence victims and making restraining orders against abusers more effective.
At the task force's first meeting, held in late November, a number of legislative proposals were aired
-Raising the common domestic offense of second-degree threatening from a misdemeanor to a Class D felony
-Reestablishing law enforcement teams targeting domestic violence. The teams pair up police officers and civilian crisis workers. Many teams were victims of city budget cuts.
-Establishing an ongoing public awareness campaign
-Recruit men and boys to a sustained effort to decrease and prevent domestic violence. The Hartford Courant quoted Erika Tindill, executive director of the Connecticut Coalition Against Domestic Violence telling the task force, "Most batterers are men, but the vast majority of men are not batterers. Men need to be involved in community outreach in meaningful ways."
The 20-member task force will meet throughout the 2010 legislative session running from February into May.
